US House of Representatives Backs Full Suspension of Aid to Nigeria Over Security Failures

The United States House of Representatives has passed an amendment that would block 100 per cent of certain American financial assistance to Nigeria until the Federal Government demonstrates concrete action on the country’s security crisis. The measure, put forward by Representative Gregory Steube, was adopted by voice vote on Wednesday, according to reports.

Steube’s Amendment Raises the Stakes From 50 to 100 Per Cent

The original proposal reportedly envisaged holding back half of the affected aid, but Steube pushed to double that figure to a total freeze. Under the terms of the amendment, none of the withheld funds can be released until the US Secretary of State certifies that Abuja has taken effective steps to prevent and respond to violence, and that perpetrators of attacks are being brought to justice.

Defending his push on the House floor, Steube argued that cutting only half of the assistance would effectively reward a government he accused of neglecting its most basic duty. “I rise in strong support for my amendment to increase the withholding threshold for assistance to Nigeria, from 50 percent to 100 percent, while keeping in place benchmarks that demand Nigeria take effective steps to address the violence and persecution that continue to devastate the country. Nigeria has faced a horrific wave of violence that its corrupt government has failed to address,” he said.

Should the measure eventually become law, Nigeria would need to satisfy the specified security benchmarks before the suspended assistance could flow again.

Washington’s Growing Pressure Campaign on Abuja

The amendment reportedly forms part of a wider set of legislative moves in Washington designed to press the Nigerian government into strengthening security, shielding vulnerable communities and confronting the violence that has affected different parts of the country.

Conditioning foreign assistance on measurable reforms is a familiar tool in American foreign policy, typically used to signal displeasure while leaving a path back to normal relations. For Nigeria, a longstanding US partner in West Africa, the vote adds a fresh layer of diplomatic pressure and places the government’s handling of insecurity squarely under international scrutiny.

It remains to be seen how the measure fares in the remaining stages of the US legislative process, and how Abuja will respond to the conditions attached.
